I'm not sure that Toady has enough experience with these kinds of algorithms to create a design to fix the problem - it is a very tricky problem and making a workable design without a lot of experimentation or research is unlikely IMHO. I'm really not sure what to do about the situation because it is clearly a design flaw. I seem to remember the new system does address this a little bit, but I remember thinking when I read the description that it might not be sufficient. Memories have to weaken over time (or be randomly expelled) to solve that problem. I'm skimming over the details because it is not only the weakest ones that get replaced, but I've written about why it still acts that way. This means that you will always have certain strong memories that are promoted to the next level. At some point, only the weakest 1 or 2 memory slots can be replaced because they are the only ones that are weak enough to do so. At the beginning you have random strength memories. Basically, because memories are only replaced by stronger memories, you get a cache starvation problem. I wrote several months ago about what I think is a significant problem with the memory system (I'm pretty sure I added it to the suggestions so that Toady would see it). Essentially, the memory system works the same but he's made it so that eventually dwarfs are kind of immune to stress. However, what you describes matches my expectations for the release. I haven't played very much recently, so I can't say for sure.
